This communication is one you expect never to use. If it is required—probably because the project is not ready, or maybe because the Change Readiness Assessment recommends it—things are likely to be frantic. Since most such communications require multiple approvals, even though the notice is fairly pro forma, it’s smart to get it done, approved, and settled into a drawer.

The notice is a simple announcement that the launch of the change is delayed—or deferred if the language suits you better. More detail can wait for a subsequent bulletin (if at all) and will not be known this far in advance anyway. It is your choice whether to have one version for all or to prepare versions or each distinct audience. (There is generally no real benefit to customizing this note.)
